It seems to me a juxtaposition of ideas that didn’t flow together very well. Wasn’t he talking about roads and infrastructure that helps businesses to thrive? I’m not sure it even matters, anyway. It’s abundantly clear that his approach is to redistribute wealth, and not to grow the economy in any real way
